Caste certificates now just minutes away in Telangana
The Telangana government has implemented a groundbreaking reform to streamline the issuance of caste certificates, addressing longstanding challenges faced by citizens, particularly from Backward Classes (BC), Scheduled Castes (SC), and Scheduled Tribes (ST) communities. This new digital initiative, rolled out across the state, prioritizes speed, transparency, and accessibility through the 'Mee Seva' network. Previously, the process was plagued by inefficiencies: applicants endured manual verifications, cumbersome paperwork, and delays often lasting one to two weeks due to Mandal Revenue Officer (MRO) approvals or administrative bottlenecks. Students seeking educational quotas and unemployed youth applying for jobs frequently highlighted these hurdles, which sometimes led to missed opportunities and even bribery allegations.
Under the revamped system, first-time certificate holders from BC, SC, and ST categories are exempt from repetitive approval processes for renewals or re-issues. If an applicant remembers their old certificate number, a new one can be generated instantly at any 'Mee Seva' center. For those without the number, staff can retrieve records using searchable parameters like district, mandal, village, sub-caste, and name, ensuring quick resolution. However, corrections to personal details such as name, surname, or father's name—require a formal complaint to the district collector. An exception persists for Hindu SC converts to Christianity now classified under BC-C, who must follow the legacy approval route as per Government Order (GO) No. 3, dated September 9, 2020. This order, which governs special caste conversions, remains unchanged to maintain verification integrity.
The policy emerged from extensive consultations between IT Minister Duddilla Sridhar Babu, revenue officials, and 'Mee Seva' operators, aiming to digitize services at the grassroots level village and ward offices included. Launched just 15 days ago, it has already transformed access: over 17,500 citizens have received certificates on the spot, a figure confirmed by state reports. Officials project that nearly 20 lakh people will benefit annually, reducing wait times from weeks to minutes and curbing malpractices.
Features of the new system
The overhaul emphasizes technology-driven efficiency:
- Instant Issuance at 'Mee Seva' Centers: Available statewide, these one-stop hubs accept applications and print certificates immediately, eliminating queues at revenue offices.
- Automated digital verification: Integration with Aadhaar, ration cards, and educational databases enables real-time cross-checks, minimizing fraud risks like fake submissions. Each re-issued certificate includes the original approving officer's details for traceability.
- Strict 15-Day resolution deadline: Even complex cases must be cleared within this timeframe, with online tracking via transaction IDs on the 'Mee Seva' portal.
This shift not only empowers rural residents who can now obtain documents locally without traveling to district headquarters but also aligns with Telangana's e-governance goals. Public feedback has been overwhelmingly positive. In villages across Hyderabad and beyond, beneficiaries express relief, noting how the system fosters trust in government services. "No more bribes or endless waits," said one rural applicant. Youth groups praise it for enabling timely job and scholarship applications. By curbing corruption and enhancing equity, this reform marks a significant step toward inclusive administration in Telangana.
