Canada Says ‘Khalistani Extremists Pose National Security Threat’ In Intelligence Report

Canada’s intelligence agency has identified Khalistani extremists as a national security threat , stating that a small but well-connected group continues to use the country as a base to promote and support violent extremist activities .

In its 2025 public report, the Canadian Security Intelligence Service (CSIS) said the involvement of Canada-based Khalistani extremists (CBKEs) “continues to pose a national security threat to Canada and to Canadian interests.” It noted that some individuals are deeply embedded in society and leverage Canadian institutions to advance a violent extremist agenda , including fundraising from unsuspecting community members and diverting those funds toward violence.

The report underlined that this network is limited in size but highly organised , capable of sustaining influence, mobilisation and financing operations, often targeting India.

At the same time, CSIS clearly distinguished between extremism and lawful political activity, stating that peaceful advocacy for Khalistan is legal in Canada. Only those involved in promoting, planning or financing violence are classified as extremists.

Importantly, the agency noted that no CBKE-linked attacks were reported in Canada in 2025 , though the potential threat persists due to continued activity.

The report also recalled the 1985 Air India Flight 182 bombing , calling it the deadliest terrorist attack in Canadian history , which killed 329 people and was linked to extremist networks operating from Canada.

Additionally, CSIS flagged broader concerns over foreign interference and espionage , naming countries including India, China, Russia, Iran and Pakistan, and alleging attempts to influence Canadian institutions and communities.

The findings come amid efforts by Prime Minister Mark Carney’s government to stabilise ties with India following tensions triggered by the 2023 Nijjar killing controversy, which New Delhi has denied.
