Bus Bhavan Dispute Rekindles Andhra - Telangana Asset Row

A late-evening standoff at Hyderabad’s Bus Bhavan has once again brought into focus a long-pending issue that refuses to fade the unresolved division of assets between Andhra Pradesh and Telangana , more than a decade after their separation.

What began as an administrative move quickly turned into a tense face-off. Telangana officials, acting on government directions, arrived at the State Road Transport Corporation (RTC) headquarters to take control of vacant floors in a section of the building allocated to Andhra Pradesh. The plan was to repurpose the unused space for the Commercial Taxes Department , reflecting the state’s growing demand for office infrastructure.

However, the move caught Andhra Pradesh officials off guard. Alleging that no prior consultation had taken place, APSRTC authorities strongly objected, calling it a unilateral move to assert control over a shared asset. In a swift response, they locked and sealed parts of the premises, blocking Telangana officials from proceeding further.

The building itself divided into ‘A’ Block and ‘B’ Block has long symbolised the complexities of bifurcation. While operations have been informally split, ownership remains disputed. Bus Bhavan falls under institutions listed in the Andhra Pradesh Reorganisation Act, 2014 , where asset division is still incomplete, leaving room for competing claims.

The Andhra Pradesh government has formally urged Telangana to maintain status quo until discussions are held. Meanwhile, the lack of an official response has added to uncertainty, even as both sides prepare for possible negotiations.

Beyond the immediate confrontation, the episode highlights deeper structural gaps. Earlier recommendations had classified such properties as common assets , requiring mutual agreement. Meanwhile, employee unions have opposed repurposing RTC property, insisting that ownership issues must be resolved first.

Although tensions have eased for now, the Bus Bhavan episode underscores a broader reality key bifurcation issues remain unresolved. Without a permanent resolution , such disputes are likely to recur, continuing to strain relations between the two states.
