Bihar Born Kanishka Narayan Becomes UK’s First AI Cabinet Minister Under Andy Burnham

A remarkable journey from a modest home in Cardiff to the heart of British power has culminated in history. Kanishka Narayan, born in Muzaffarpur, Bihar, has been appointed the United Kingdom's first ever Minister of State for Artificial Intelligence, a role newly elevated to full Cabinet rank by incoming Prime Minister Andy Burnham, who took charge of 10 Downing Street this week following Keir Starmer's resignation.

Narayan, 36, moved to Wales at age 12, studied Philosophy, Politics and Economics at Oxford, and later earned an MBA at Stanford. In 2024 he became the first ethnic minority MP ever elected from a Welsh seat, winning Vale of Glamorgan for Labour and ending fourteen years of Conservative rule there. He had previously served as junior minister for AI and Online Safety, working under then technology secretary Liz Kendall, before his elevation this week.

Narayan said Burnham had personally asked him to attend Cabinet as AI minister, calling it a sign of the new premier's deep commitment to the technology's importance, describing artificial intelligence as arguably the most significant technology in human history. Industry voices welcomed the move, with AI policy figures praising his grasp of the brief since day one.

The reshuffle brought structural change too. The Department for Science, Innovation and Technology, which had steered Britain's AI rules and compute strategy, has been dissolved and folded into a new Department for Business, Innovation, Science and Trade under Jonathan Reynolds, with Narayan now serving jointly across that department and the Cabinet Office.

Notably, Narayan is one of two ministers of Indian heritage in Burnham's reshaped top team. Lisa Nandy, born in Manchester to Calcutta born academic Dipak Nandy, retains her post as Secretary of State for Culture, Media and Sport, making her the longest serving culture secretary since 2010. A close Burnham ally and constituency neighbour, Nandy had publicly backed his leadership bid. Shabana Mahmood, of Pakistani descent, also continues as Home Secretary, underscoring the diversity of the new government.

Burnham has additionally unveiled a ten year plan to tackle the cost of living crisis as he settles into office. For India, Narayan's rise carries special resonance, building on deepening research and technology cooperation between New Delhi and London, including his own prior engagements with Indian officials at global AI summits.
