
Bhutan delegation visits UPSC to study examination management system
A three-member delegation from Bhutan’s Royal Civil Service Commission (RCSC) visited the Union Public Service Commission (UPSC) on Tuesday to study its examination management system, automation processes and technology-driven recruitment practices. The visiting delegation comprised Tshering Cigay Dorji, Commissioner of the RCSC; Tashi Tobgay, Head of Bhutan Civil Service Examination Services; and Dorji Wangchuk, Senior HR Assistant.
During the visit, UPSC officials gave a detailed presentation on the entire examination cycle , covering pre-examination planning, candidate registration, conduct of tests and post-examination evaluation and processing systems that support one of the world’s largest merit-based public recruitment mechanisms.
The briefing also highlighted the logistical complexity of conducting nationwide examinations for a massive number of candidates across centres in different parts of India while ensuring uniform standards of fairness, security and transparency.
Discussions focused on transparency, integrity and efficiency in examination management, as well as institutional mechanisms used by the Commission to maintain credibility in the recruitment process.
The Bhutanese delegation showed particular interest in UPSC’s digital and AI-enabled technologies used in candidate verification and examination management. These include live face-matching systems , Aadhaar-based authentication , and de-duplication software designed to prevent duplicate applications and strengthen identity verification.
Officials also discussed the Pratibha Setu portal , an initiative that shares details of non-recommended but qualified candidates with verified employers in the public and private sectors, helping expand employment opportunities beyond government recruitment.
UPSC Chairman Ajay Kumar said the Commission has consistently upheld high standards of merit, transparency and integrity , with its examination systems evolving into a model that could serve as a benchmark for similar institutions globally . The delegation also visited a UPSC examination centre and the Commission’s museum . Officials said the visit reflects continuing cooperation between UPSC and the RCSC , with renewal of a Memorandum of Understanding (MoU) between the two bodies at an advanced stage of finalisation .
