Beyond the Bars: ‘Nivrutti’ Redefines Prison Reform in Telangana

With the launch of the ‘Nivrutti’ de-addiction centre , Telangana is redefining what correctional systems can achieve, turning prisons into spaces of healing, recovery, and second chances .

Inaugurating the centre, Governor Shiv Pratap Shukla described substance abuse as a growing social and public health crisis , calling for a response that goes beyond enforcement. Aligned with the Nasha Mukt Bharat Abhiyan , the initiative reflects a shift in thinking treating addiction not as a crime, but as a condition that demands care, counselling, and compassion .

Driving this change is Director General of Prisons Soumya Mishra , who has championed a more humane approach to correctional administration. She emphasized that punitive measures alone cannot break cycles of addiction . Instead, structured interventions combining medical treatment, psychological counselling, and rehabilitation support are essential to help inmates reclaim control over their lives.

The scale of the effort is already evident. Across Telangana’s prisons, 2,915 inmates have been screened for substance use, with 590 receiving specialised counselling and treatment under the World Health Organization’s ASSIST protocol . These programmes aim not just to detoxify, but to rebuild confidence, mental resilience, and purpose among inmates.

Importantly, ‘Nivrutti’ is not limited to one facility. The initiative has been rolled out across Cherlapalli, Chanchalguda, Sangareddy, and Nizamabad central prisons , along with the women’s prison in Hyderabad , ensuring that rehabilitation becomes a system-wide priority .

The programme also connects with broader reforms in Telangana’s prisons, where authorities are addressing the link between addiction, repeat offences, and social vulnerability .
