BCI Cracks Down on Substandard Law Colleges, Orders Immediate University Inspections

The Bar Council of India (BCI) has launched a major nationwide crackdown to improve standards in legal education, directing universities to conduct immediate physical inspections of every law college under their control.

In a circular issued on 23 July 2026, BCI Chairman Manan Kumar Mishra instructed all Vice-Chancellors, Registrars, and heads of law faculties to complete comprehensive on-ground inspections within six weeks. The move underscores that universities bear primary, continuing responsibility for affiliated law colleges, which does not end after granting affiliation.

The inspections will verify compliance with the Rules of Legal Education, 2008, focusing on qualified faculty, adequate infrastructure, libraries, moot court halls, legal aid clinics, regular classes, and essential facilities like sanitation and fire safety. BCI has explicitly banned weekend, evening, or shift-based courses that dilute the full-time character of law programmes. Such arrangements must stop immediately, with no further admissions allowed. Graduates from these irregular modes will not be permitted to practise law.

Universities must acknowledge the directive within three working days, appoint a nodal officer, and submit detailed reports classifying colleges by compliance levels. Failure to act genuinely could invite strict regulatory action, including suspension of affiliations.

This drive comes amid growing concerns over sub-standard institutions. India has over 1,500 law colleges, many plagued by faculty shortages and poor infrastructure. It follows recent actions, such as barring nine deficient colleges from 2026-27 admissions and the lifting of a three-year moratorium on new institutions earlier this year.

The initiative aims to protect students, enhance accountability, and produce better-trained lawyers. Outcomes will depend on rigorous implementation in the coming weeks. Students are advised to verify BCI approvals before taking admission.
