Bandi Sanjay Writes to CM Revanth Reddy Over Pending DA, PRC Arrears

Union Minister Bandi Sanjay Kumar has written to Telangana Chief Minister Revanth Reddy , demanding the immediate release of pending financial dues to government employees , teachers , and retired staff . In his letter, the minister highlighted mounting distress among lakhs of families due to delays in the payment of Dearness Allowances (DA) , Pay Revision Commission (PRC) arrears, and retirement benefits .

Bandi Sanjay stated that Telangana has over three lakh regular government employees and more than four lakh retired personnel. According to him, five DA installments remain unpaid, while several retirement-related benefits such as gratuity , Employees Provident Fund (EPF) , and leave encashment are still pending. He also criticised the delay in implementing the PRC, which was expected to be effective from July 2023, pointing out that the report itself has not been fully processed or implemented. He termed this a sign of administrative negligence and lack of priority toward employees’ welfare.

The Union Minister said the situation is especially serious for retired employees. He noted that around 13,000 employees have retired since 2024 and many of them have not received their full retirement benefits or DA arrears. As a result, families are struggling to manage essential financial commitments such as children’s marriages, higher education, healthcare expenses, and household needs. He alleged that prolonged financial uncertainty is causing mental stress among pensioners.

In a strong remark, Bandi Sanjay claimed that 61 retired employees have died since last year while reportedly facing stress linked to delayed benefits. He questioned whether the state government would accept responsibility for the hardship faced by these families and demanded clarity on what assistance would be provided to the dependents of the deceased.

He estimated the total pending dues to employees, teachers, and retirees at over ₹12,000 crore . Comparing this figure with Telangana’s annual budget , he argued that the amount should not be treated as an unbearable burden. He said government employees form the backbone of public administration, and neglecting their legitimate payments could affect morale, service delivery, and overall governance.

Providing broader context, recent government measures have included revisions of DA rates and partial mechanisms to manage arrears, but employee unions and opposition leaders maintain that payments have been slow and incomplete. Unions have repeatedly demanded a clear timeline for settling all dues, full implementation of PRC recommendations, and lump-sum payment of retirement benefits.

Politically, the issue may intensify in the coming weeks. Bandi Sanjay warned that if the government fails to respond positively, the Bharatiya Janata Party is prepared to organise large-scale protests across the state after the municipal elections. He said the party is ready to hold dharnas and demonstrations in Hyderabad and other districts to support employees and pensioners.

In his letter, the Union Minister urged the Chief Minister to treat the issue with urgency and compassion, stressing that employees who have served the state for decades deserve financial security and dignity after retirement.
