Azharuddin’s cabinet entry likely to be postponed amid model code row

Former Indian cricket captain and Congress leader Mohammad Azharuddin is likely to be sworn in as a minister in the Telangana Cabinet today, in what is being seen as a politically strategic move by the ruling Congress ahead of the Jubilee Hills Assembly bypoll.

According to official sources, the swearing-in ceremony has been tentatively scheduled for 12:15 PM today, though it now faces uncertainty following objections from opposition parties. The Bharatiya Janata Party (BJP) has urged the Election Commission of India (ECI) to postpone Azharuddin’s induction, citing a violation of the Model Code of Conduct (MCC), which is in force for the bypolls.

As of Thursday night, there was no official confirmation from the ECI regarding a stay or deferment, but the issue has already sparked a political storm. Congress leaders remain tight-lipped, with some insiders suggesting the party is in discussions with the AICC and awaiting legal clarity before proceeding.

Minority Representation and Political Calculations

The current cabinet, led by Chief Minister A. Revanth Reddy, has 15 ministers, leaving space for three more under the 18-member constitutional limit for the 119-seat Telangana Assembly. The Congress, which has faced criticism for the absence of a minority representative in the cabinet, reportedly sought AICC’s approval to include Azharuddin to ensure broader representation.

If sworn in, Azharuddin would become the first minister from the minority community in Revanth Reddy’s cabinet, a move widely seen as aimed at wooing over one lakh Muslim voters in the Jubilee Hills constituency. The seat fell vacant following the death of BRS MLA Maganti Gopinath in June this year.

Legal and Constitutional Concerns

Azharuddin’s eligibility has also raised legal questions. He was nominated as a Member of the Legislative Council (MLC) under the Governor’s quota in August, but Governor Jishnu Dev Varma has not yet approved the nomination. While the Constitution permits a non-legislator to serve as minister for six months, opposition parties argue that proceeding without the Governor’s approval may breach procedural norms.

Legal experts, however, point out that there is no direct constitutional bar against such an appointment, though the timing during an active election campaign may attract ECI scrutiny for potentially influencing voters.

Strategic timing ahead of bypolls

Political analysts see the move as part of Congress’s strategy to consolidate its minority vote base and counter opposition charges of neglecting minority interests. The BRS and BJP have both intensified their campaigns in Jubilee Hills, while surveys suggest Congress currently enjoys a slight edge, buoyed by welfare initiatives and support from women and youth.

Azharuddin’s induction, analysts believe, could strengthen the party’s appeal among Muslim voters and project an image of inclusive governance not just in Telangana but also in other states like Bihar, where elections are due next year.

Azharuddin, who represented India as captain through much of the 1990s, has been active in politics for over a decade. He previously served as an MP from Moradabad and unsuccessfully contested the 2023 Telangana Assembly elections from Jubilee Hills.
