Argentina Exits WHO, Prioritises Sovereignty in Health Policy

Argentina has officially withdrawn from the World Health Organization (WHO) , confirming a significant shift in its engagement with global health institutions. Foreign Minister Pablo Quirno stated that the country sent a formal note to the United Nations Secretary-General on March 17, 2025 , and in accordance with the Vienna Convention on the Law of Treaties , the withdrawal became effective one year later.

The government first announced its intention to exit the WHO in February 2025 , following instructions from President Javier Milei . At the time, presidential spokesperson Manuel Adorni explained that the move was intended to grant Argentina greater sovereignty over its health policies and enhance policy flexibility . Officials highlighted that the country does not depend on WHO funding , ensuring that the withdrawal will not compromise the quality of healthcare services .

Quirno emphasised that Argentina will continue promoting international health cooperation through bilateral agreements and regional forums , signalling that the withdrawal does not mean complete disengagement from global health matters. The government also rejected social media concerns that leaving WHO would isolate the country in public health, asserting that it now has the freedom to independently shape strategies suited to national priorities.

The decision reflects Milei’s broader libertarian and nationalist approach , which prioritises domestic decision-making and reduces reliance on international institutions. While officials confirmed that no steps have yet been taken to withdraw from other organisations, they indicated that the administration seeks to make Argentina “ freer ” in its policy choices across multiple sectors.

Analysts note that the move has pros and cons . On one hand, Argentina gains autonomy in health policy design and resource allocation. On the other, critics warn that leaving the WHO may limit access to technical guidance , pandemic response coordination , and international health data , which are crucial for managing cross-border health risks.
