AP Unveils Blockchain-Based Land Records System, Statewide Rollout from November

In a major step towards modernising land administration, the Andhra Pradesh Government has launched 'Mee Bhoomi–Blockchain', a technology-driven initiative aimed at making land records tamper-proof, transparent and secure. The platform is designed to prevent fraudulent land transactions, duplicate registrations and forged ownership documents by integrating land-related data from multiple departments into a single digital system. After a two-month pilot phase, the government plans to roll out the initiative across the state from November.

The pilot project was inaugurated by Chief Minister N. Chandrababu Naidu from the State Secretariat on Thursday. During the launch, officials demonstrated how blockchain technology would securely store land records, while Revenue Minister Anagani Satya Prasad, Chief Secretary Sai Prasad, senior officials and district collectors participated in the programme.

Built jointly by NIC Andhra Pradesh and the NIC Bengaluru Centre of Excellence in Blockchain Technology using Hyperledger Fabric, the platform assigns a unique digital identity to every land parcel. It combines ownership details, survey records and registration data into a single database, creating an immutable digital ledger that prevents unauthorized alterations and provides a permanent audit trail for every transaction.

The pilot will be implemented in Aspari, Penumuru, Repalle, Gannavaram, Kadiyam, Gummalakshmipuram and Kothavalasa, covering 89 re-survey villages and 1,37,763 land parcels.

Addressing the gathering, Chandrababu Naidu said inaccurate land records have been a major cause of property disputes and alleged misuse of Section 22-A had created hardships for many landowners. He said the government is focusing on record purification, dispute resolution and long-term protection of land ownership through statewide re-surveys and authenticated Pattadar Passbooks.

The Chief Minister directed officials to monitor the pilot for two months, establish a dedicated grievance cell and refine the platform based on public feedback. He instructed authorities to bring all re-surveyed villages under the blockchain ecosystem in phases and ensure the 'Mee Bhoomi–Blockchain' system is implemented across Andhra Pradesh from November, with the objective of reducing land disputes and improving transparency in property administration.
