AP Plans 16,000 E-Cycles, Faster EV Adoption Under Green Transport Mission

Andhra Pradesh Chief Minister N. Chandrababu Naidu has intensified the state’s push towards electric mobility , positioning EV adoption not just as a transport reform but as part of a broader clean energy and economic transformation strategy. During a high-level video conference with representatives of EV companies, Naidu directed officials to treat EV adoption as a “people’s movement” aimed at reducing fuel dependence, cutting pollution and lowering long-term transportation costs.

A key announcement from the meeting was the proposal to provide 16,000 electric cycles to SwarnaGrama and SwarnaWard workers, who are engaged in grassroots governance and civic services across villages and urban wards. Officials believe the move could improve mobility for frontline workers while also showcasing practical low-cost electric transport solutions at the community level.

The Chief Minister instructed departments to simplify access to EV financing by enabling easier bank loans and exploring the creation of a Special Purpose Vehicle (SPV) to support electric mobility projects. He also asked officials to introduce EMI-based ownership models to make electric vehicles more affordable for middle-class families, delivery workers, self-help groups and small businesses.

The latest review aligns with Andhra Pradesh’s ambitious Sustainable Electric Mobility Policy 4.0 (2024–2029) , under which the state aims to emerge as one of India’s leading EV ecosystems. The policy focuses on expanding charging infrastructure, encouraging EV manufacturing, supporting battery technologies and attracting large-scale green investments.

As part of this strategy, the government recently identified Visakhapatnam, Vijayawada, Rajahmundry, Nellore and Tirupati as “Model E-Mobility Cities.” These cities will see the development of dense EV charging networks, battery swapping stations, green transport corridors and zero-emission mobility zones. Officials have proposed one EV charging station for every 3x3 kilometre urban grid and one station every 30 kilometres on highways. A dedicated ₹250 crore corpus fund has also been planned for infrastructure deployment and fleet electrification.

The EV push is also closely linked to the state’s larger clean energy agenda. Andhra Pradesh has already announced plans to establish 5,000 EV charging stations and induct 1,000 electric buses , while targeting massive investments in renewable energy, green hydrogen and energy storage projects.

Industry observers say Andhra Pradesh is trying to build a complete green mobility ecosystem by combining clean energy generation, EV infrastructure, manufacturing investments and consumer incentives . The government expects the transition to electric mobility to generate employment, reduce fuel imports and position the state as a major hub for sustainable transportation in southern India.
