
AP Budget Session Opens with Vision 2047 Roadmap, YSRCP Walks Out During Governor’s Address
The Andhra Pradesh Assembly’s 2026–27 Budget Session opened on a politically charged note on Wednesday as Governor S. Abdul Nazeer addressed a joint sitting of the Legislature, outlining the government’s long-term vision for economic growth, welfare and governance .
In his address, the Governor said the state has set an ambitious goal of transforming Andhra Pradesh into a ₹308 lakh crore ($3.4 trillion) economy by 2047 , aligning with India’s centenary year of Independence . The government, he said, is committed to raising per capita income to ₹55 lakh , positioning the state among the country’s most prosperous regions.
Citing signs of economic recovery, the Governor said the Gross State Domestic Product (GSDP) is projected to grow by 10.7 per cent in 2025–26 , reaching ₹17.6 lakh crore . Per capita income has risen from ₹2.66 lakh to ₹2.95 lakh , reflecting improving economic fundamentals. Growth, he noted, has been broad-based, with the services sector , industry , and agriculture and allied activities all recording steady expansion. The government aims to position Andhra Pradesh as a preferred destination for information technology and emerging areas such as quantum computing .
The address placed strong emphasis on welfare-driven development , particularly the government’s flagship “Super Six” schemes , under which ₹33,000 crore is transferred annually through direct benefit transfers . These include enhanced pension support , financial assistance for mothers , free bus travel for women , income support for farmers , and the expansion of rural employment to strengthen household incomes.
The Governor said the government has prioritised employment generation , citing large-scale recruitment of teachers and police personnel , along with a renewed focus on skill development to prepare youth for global job markets . On healthcare, he highlighted expanded insurance coverage, including cashless treatment for poor families and unrestricted support for high-cost treatments such as cancer , describing it as a major step towards universal health security .
Infrastructure and investment formed a key part of the roadmap. The Governor reiterated the government’s resolve to complete the Polavaram irrigation project by June 2027 , alongside major irrigation initiatives for Rayalaseema and corrective measures in the power sector . He said recent industry engagements have resulted in investment commitments exceeding ₹13 lakh crore , with the potential to generate over 16 lakh jobs .
The redevelopment of Amaravati as a greenfield capital and a regional development strategy centred on Visakhapatnam, Tirupati and Amaravati were also outlined, aimed at ensuring balanced growth across the state .
The proceedings, however, witnessed brief political disruption. YSR Congress Party chief Y. S. Jagan Mohan Reddy attended the opening of the session along with party legislators. Soon after the Governor began his address , YSRCP members raised slogans demanding recognition as the principal opposition and protesting issues including law and order concerns and policy decisions in the health sector . The party later staged a walkout , lending a tense political backdrop to the opening day of the Budget Session.
