Andhra Pradesh’s LEAP sets a new benchmark in Indian education reform

Andhra Pradesh is taking significant steps to transform its education system with the launch of LEAP (Learning Excellence in Andhra Pradesh), a flagship initiative aimed at equipping students with future-ready skills, innovation-driven learning, and global competitiveness. The program was officially announced on April 8, 2025, with implementation beginning in the 2025–26 academic year in June 2025.

Addressing learning gaps LEAP was designed in response to persistent gaps in student learning identified by national surveys. Reports such as the Annual Status of Education Report (ASER 2023) and the National Achievement Survey (NAS 2021) show that a considerable number of students in Grades 3–5 struggle with basic reading, comprehension, and arithmetic skills, often relying on rote learning—memorization without understanding. Such gaps are common across India, particularly in rural government schools, and limit students’ ability to think critically, solve problems, and apply knowledge in real life.

Goals and approach of LEAP The initiative focuses on improving learning outcomes and fostering holistic development through:

• Foundational Skills: Strengthening literacy and numeracy among students.

• Modern Learning Methods: Incorporating play-based learning, AI-driven assessment tools, and personalized interventions.

• Holistic Development: Nurturing values, ethics, social-emotional skills, and leadership capabilities.

• Infrastructure Upgrades: Introducing interactive classrooms, digital learning tools, and improved access to basic facilities.

• Skill Development and Employability: Linking education to industry needs and preparing students for 21st-century jobs.

Leadership and Implementation The program was announced by Minister for IT and Education Minister Nara Lokesh and is implemented by the Andhra Pradesh School Education Department. LEAP aligns with the National Education Policy (NEP 2020) and integrates global best practices to modernize the state’s education system.

International outreach During the Melbourne Education Roundtable in October 2025, Minister Nara Lokesh presented Andhra Pradesh’s vision for education to leading Australian universities including the University of Melbourne, Monash, Swinburne, and RMIT. The collaborations aim to strengthen teacher training, curriculum development, research, and innovation in education, enhancing the state’s pursuit of excellence in learning and skill development.

Expected impact If successfully implemented, LEAP could:

Rote learning and National context While rote learning remains a challenge across India, with states like Kerala and Tamil Nadu showing better adoption of conceptual and activity-based learning, LEAP aims to shift classrooms from memorization to understanding, application, and analytical thinking, setting a potential benchmark for nationwide reform.

With its clear roadmap, modern pedagogy, AI-driven tools, and international partnerships, Andhra Pradesh’s LEAP initiative represents a strategic step toward transforming the state’s education system. By equipping students with the skills, knowledge, and values required for the 21st century, the program has the potential to set new standards of educational excellence in India.
