Amaravati Loans to Be Repaid Without Burdening People: Minister Narayana

Municipal Administration Minister P. Narayana has clarified that the loans taken for the construction of Andhra Pradesh’s capital, Amaravati, will be repaid not through public taxes but through the sale of capital lands . He outlined the government’s strategy, expressing confidence that the rising land value in Amaravati will generate sufficient revenue to clear the debt.

In a statement, the minister said, “The loans raised for Amaravati will not be repaid using taxpayers’ money. For this purpose, we have earmarked 5,000 acres of land . By the time the capital construction is completed, we estimate that the price per acre here will reach ₹20 crore .” He attributed this projection to the vision of Chief Minister N. Chandrababu Naidu , asserting that the capital will be developed without imposing any financial burden on the public .

He further revealed that around ₹10,000 crore has already been spent on the capital so far, while tenders have been invited for works worth an additional ₹51,000 crore .

The minister expressed satisfaction over farmers voluntarily contributing land for the capital project. So far, about 31,000 farmers have pooled nearly 35,000 acres of land. Of the returnable plots, 98 per cent have already been distributed .

A total of 62,942 plots have been registered, with nearly 30,000 farmers having received their allotments. Narayana added that the remaining 651 farmers , whose cases are pending due to court issues, will soon be allotted their plots.

Narayana strongly criticised the opposition, particularly YSR Congress Party leaders , for their remarks on Amaravati. He alleged that Y.S. Jagan Mohan Reddy was resorting to misinformation as he could not tolerate the rapid progress of capital works.

“Amaravati is envisioned as an international-standard city . While we are building a modern city with advanced infrastructure, the previous government delayed the project, significantly escalating construction costs,” he said.

He also dismissed Jagan’s proposed ‘Mavigan’ corridor (Machilipatnam–Vijayawada–Guntur) as impractical. The minister reiterated that the project suffered delays after 2019 due to the previous government’s approach, but the current administration is now accelerating development at a rapid pace .
