AIIMS Bhubaneswar Tops Govt Facilities in Health Record Linking

AIIMS Bhubaneswar has been recognised as the top government healthcare facility for effectively linking patient health records under the Ayushman Bharat Digital Mission (ABDM) , an official statement said on Friday.

The award was presented during a two-day chintan shivir held in Bhubaneswar on January 19–20 , organised by the National Health Authority (NHA) under the Ministry of Health and Family Welfare (MoHFW) . Executive Director Ashutosh Biswas and IT Committee Chairman Manoj Kumar Mohanty received the award from Odisha Chief Secretary Anu Garg .

The chintan shivir brought together senior policymakers and health administrators from 27 states and seven Union Territories to review the progress of digital health initiatives and chart the future roadmap of ABDM.

Under the Ayushman Bharat Digital Mission , health record linking is carried out through a consent-based digital framework . Each patient is assigned a unique Ayushman Bharat Health Account (ABHA) number , which serves as a digital identity for storing and accessing medical records. Hospitals digitally generate and map clinical data such as prescriptions, laboratory reports, discharge summaries and outpatient records to the patient’s ABHA ID after obtaining explicit consent.

The ABDM architecture ensures that medical data remain decentralised , with records stored at the originating healthcare facility and accessed securely through the Health Information Exchange (HIE) mechanism only when authorised by the patient. Patients retain full control over their data and can approve, deny or revoke access using ABDM-integrated mobile applications.

Officials said AIIMS Bhubaneswar achieved the top ranking due to its high volume of successfully linked records , seamless integration across departments and strict adherence to data privacy and consent protocols. The institute has also ensured near real-time digitisation of patient records, enabling improved continuity of care and reduced duplication of diagnostic tests.

The recognition highlights AIIMS Bhubaneswar’s leadership in advancing India’s digital public health infrastructure , a key objective of ABDM aimed at making healthcare more efficient, accessible and patient-centric nationwide.
