AI, Welfare and Governance: Telangana Begins Work on Unified Citizen Card

In a major step toward modernising welfare delivery, Telangana Chief Minister A. Revanth Reddy has proposed the creation of a statewide Integrated Welfare Card that would digitally connect every government benefit received by citizens through a single platform.

The initiative, which is expected to be powered by Artificial Intelligence (AI) and real-time data integration, aims to eliminate fragmented welfare databases maintained by different departments and replace them with a unified citizen welfare ecosystem. Officials say the proposed system could significantly improve transparency, reduce duplication, and ensure that government assistance reaches genuine beneficiaries faster and more efficiently.

During a high-level review meeting attended by IT and Industries Minister Duddilla Sridhar Babu , Chief Secretary K. Ramakrishna Rao , and senior officials, the Chief Minister directed departments to immediately begin groundwork for the ambitious project. A special statewide drive will be launched to collect and consolidate beneficiary data from all government departments.

Under the proposed model, citizens would be able to access details of all welfare benefits linked to them through a single smart card. The database is expected to include information related to Aarogyasri , the Chief Minister’s Relief Fund (CMRF) , fee reimbursement schemes, labour welfare benefits, education assistance programmes, insurance coverage, and pension schemes.

Officials were also asked to explore the possibility of introducing a unique state-level identity number for every beneficiary, similar to a unified digital governance ID. The government plans to integrate data gathered through Telangana’s recent socio-economic and caste survey into the platform, creating a detailed welfare profile for each citizen.

The Chief Minister stressed that AI-based profiling could bring transformative changes to governance and public service delivery. As an example, he said that when a death certificate is issued anywhere in the state, the information should automatically sync with welfare databases such as the Cheyutha pension scheme , enabling immediate updates and preventing irregularities in benefit disbursal.

The government is also considering linking citizens’ health records to the system to build a more responsive public welfare infrastructure. Officials believe the platform could eventually help policymakers identify service gaps, monitor welfare penetration, and design targeted interventions based on real-time data analysis.

Revanth Reddy also called for the involvement of young IAS officers with strong technology expertise to drive the project. He said the IT Department should serve as the nodal agency instead of continuing the existing system in which separate departments issue individual welfare cards.

Apart from welfare integration, the review meeting also focused on the issue of Gulf migration . The Chief Minister directed officials to study Kerala’s migrant support model and examine ways to create a centralized information system covering skill training, overseas employment guidance, passports, visas, and migrant welfare services.

According to officials, such a platform could help curb fraudulent recruitment practices by unauthorized agents while providing safer migration channels for workers seeking employment in Gulf countries.

If implemented successfully, the Integrated Welfare Card could become one of Telangana’s most significant digital governance reforms, placing the state among the leading adopters of AI-assisted welfare administration in India.
