Adani Enterprises Director Pranav Adani on Monday performed the bhoomi poojan for a 22-acre rehabilitation housing project at the Matunga railway land site in Mumbai, marking the start of construction of 10,432 homes for eligible Dharavi residents under the ambitious Dharavi Redevelopment Project.

The project, being implemented by Adani Navbharat Developers Pvt Ltd (ANDPL), will comprise 10 high-rise towers with 37 to 39 storeys each. Alongside the residential apartments, the development will include 1,379 commercial and industrial units, aimed at accommodating both housing needs and economic activities associated with Dharavi.

Under the in-situ rehabilitation scheme, eligible residents will receive apartments measuring 350 square feet. Residents from Sectors 6 and 1 are expected to be among the first beneficiaries, followed by nearly 4,500 apartments for other eligible Dharavi residents on a priority basis.

The towers will be handed over to the Dharavi Redevelopment Project/Slum Rehabilitation Authority (DRP/SRA), under the Maharashtra government, in three phases. The first five buildings are scheduled for handover by March 2029, the next two by August 2029 and the remaining three by August 2030. Actual occupancy will depend on completion, handover and the rehabilitation authority's allocation process.

Each tower will have 10 to 12 passenger elevators and two dedicated fire elevators, while two additional lifts will serve commercial and industrial units. Planned amenities include a kindergarten, community hall, podium gardens, seating areas, society offices and places of worship.

To support long-term maintenance, 10 per cent of the commercial space in each rehabilitation building will be reserved to generate revenue for common infrastructure upkeep. ANDPL will maintain the buildings and shared facilities for 10 years after handover.

The project draws on design, engineering and urban-planning expertise from US-based Sasaki, UK-based Buro Happold, Mumbai-based StudioPOD, architect Hafeez Contractor, P&T and ARC Studio, alongside urban-planning experts from Singapore.

The construction launch follows the inauguration of the Dharavi Experience Centre by Maharashtra Chief Minister Devendra Fadnavis on Gandhi Jayanti. The centre features life-size sample homes, a 3D walkthrough and interactive displays showcasing the proposed neighbourhood.

The wider redevelopment plan covers nearly 600 acres and envisages a mixed-use township with shops, schools, healthcare facilities, parks, public transport and other civic amenities, with essential services planned within a 15-minute walk. The initiative aims to improve housing and infrastructure while addressing the challenge of protecting livelihoods in Dharavi, which is home to more than one million people and a substantial informal business community.
