Activists seek implementation of UGC equity rules ahead of March 19 SC hearing

Ahead of the March 19 hearing in the Supreme Court of India, activists on Tuesday called for the immediate implementation of the University Grants Commission (UGC) equity regulations , stressing their importance in addressing caste-based discrimination in higher education institutions.

The demand was raised during a public hearing-cum-press conference at the Press Club of India, organised by the All India Forum for Equity and Samta Sangharsh Samiti . Speakers highlighted the urgent need for institutional mechanisms to tackle discrimination and promote inclusion on campuses.

The controversy stems from the Promotion of Equity in Higher Education Institutions Regulations, 2026 , notified by the University Grants Commission on January 13. The rules mandate the formation of equity committees in affiliated institutions, with representation from OBC, SC and ST communities , to address complaints and foster an inclusive academic environment.

However, the regulations have faced criticism from several quarters, with opponents arguing they could be misused , potentially fuelling caste divisions and disrupting campus harmony.

On January 29, the apex court stayed the regulations , observing that the framework appeared “prima facie vague” and could have “very sweeping consequences” . The bench warned of a possible “dangerous impact” on society if the provisions were not carefully examined, and sought responses from the Centre and the UGC on petitions challenging the rules.

At the event, a Delhi University faculty member flagged concerns over so-called “institutional murders” , underscoring provisions related to harassment and discrimination. She argued that fears of false complaints often undermine the lived experiences of victims.

Senior journalist Anil Chamadia said resistance to the regulations reflects entrenched social hierarchies. Other speakers emphasised that caste discrimination extends beyond universities and called for stronger collective efforts to combat it.

The upcoming hearing is expected to be crucial in determining the future of the contested regulations.
