470 Observers appointed to guard poll credibility in Bihar, eight states
The Election Commission of India (ECI) on Sunday announced the deployment of 470 senior officers as Central Observers General, Police and Expenditure for the forthcoming general election to the Bihar Legislative Assembly and simultaneous bye-elections across several states. The move, the poll body said, is meant to strengthen on-ground supervision and preserve the fairness and credibility of the electoral process.
The observers drawn largely from All India Services and central cadres will work under the direct superintendence, control and discipline of the Commission from the time of their appointment until completion of the election process. They will act as the Commission’s eyes and ears at the field level, reporting periodically and on need basis.

Role of the observers
Observers are entrusted with multiple responsibilities: monitoring overall poll preparedness, reporting on law-and-order arrangements, overseeing implementation of the Model Code of Conduct, checking election expenditure of candidates (Expenditure Observers), and identifying administrative gaps with recommendations for corrective action. Senior General and Police Observers by virtue of their administrative and policing experience help ensure efficient management of the process at the field level.
