42% BC quota controversy - Congress, BJP in trouble

Telangana is witnessing political instability over the state’s plan to provide 42 percent reservations to Backward Classes (BCs) in local body elections, jobs, and education. Both major parties - Congress and BJP - are struggling to win support, as their strategies have hit unexpected obstacles.

Ahead of the local body elections, both parties aimed to win the support of the BC community. Congress tried to demonstrate its commitment by passing two bills in the State Assembly and Council in March this year, seeking presidential approval. However, the bills were delayed, prompting the government to issue an ordinance (law or rule issued by the government temporarily). Even that faced hurdles, forcing amendments in the Panchayat Raj Act 2018 and the Municipalities Act 2019. Despite all these efforts, the government could not implement the 42% BC reservations as planned.

Chief Minister A Revanth Reddy recently stated that the government would await the Supreme Court’s orders before proceeding. Earlier, a public meeting in Kamareddy was planned for September 15 to gain support from BC voters, but it had to be postponed due to rains. The delays and uncertainty have raised questions about Congress’ ability to fulfill its promises, especially with the High Court deadline of September 30 approaching for local body elections.

Meanwhile, the BJP in Telangana is facing its own challenges. The party has been opposing the Congress, claiming that the BC reservation scheme indirectly benefits backward Muslims as well. However, this criticism has not connected strongly with voters. Telangana BJP leaders reportedly raised the issue with the central leadership during the Vice Presidential elections, but without clear support or guidance, they were left in a difficult position.

The situation has left both national parties on “slippery ground.” For Congress, it’s a test of whether it can deliver on promises and maintain BC support amid legal and administrative hurdles. For BJP, the challenge is to present a convincing alternative without losing political credibility.

With local body elections around the corner, the 42% BC reservation row is shaping up to be a key issue. The decisions made in the coming days will not only affect political calculations but also influence voter sentiment in Telangana, particularly within the BC community. Both parties are now under pressure to navigate this sensitive issue carefully, as missteps could have lasting consequences.
