
20 State/UT legislatures go fully digital under National e-Vidhan Application
In a major step toward transforming India’s legislative functioning, the Ministry of Parliamentary Affairs announced that 20 State and Union Territory Legislatures have fully adopted the National e-Vidhan Application (NeVA), becoming completely digital and paperless. A total of 28 Legislatures have signed Memoranda of Understanding (MoUs) for implementing NeVA, a Mission Mode Project under the Digital India programme, aimed at digitally empowering all 37 State and UT Legislatures across the country.
NeVA is designed to streamline and modernise legislative operations by digitising proceedings, documents, questions, reports, bills, and committee papers. The platform ensures backend computerisation, enabling seamless digital flow of information among legislators, officials, and stakeholders. Under the "One Nation, One Application" vision, NeVA promotes standardisation of legislative procedures across all Houses, making legislative processes more efficient, transparent, and uniform.
One of the major benefits of digital legislatures is the increased accessibility for citizens. Through NeVA’s public portal, people can easily access bills, debates, questions, reports, committee recommendations, and live proceedings of the House. This promotes transparency and allows citizens to monitor law-making processes, follow discussions on public issues, and stay informed about their elected representatives’ participation in debates.
To support this digital shift, the Ministry provides robust ICT infrastructure and conducts extensive capacity-building programmes for Members of Legislative Assemblies (MLAs), legislative staff, and State officials through workshops, training sessions, and technical support. The NeVA platform also incorporates cutting-edge AI/ML tools like Bhashini for speech-to-text and multilingual translation, ensuring linguistic inclusiveness across India's diverse languages.
